The Children’s Wellbeing and Schools Bill will include a requirement for free school breakfast clubs in every primary school. This is a fantastic start towards ending child morning hunger, and when introduced, will transform how school children in England are supported.
Free school breakfasts are key to powering children and young people, and unleashing opportunity in every classroom across the country, allowing children to start the day, and the rest of their lives, off right.
This bill could be life-changing for so many children. Right now, almost 1 in 5 children start their school day too hungry to learn.
That’s why we’re working tirelessly to strengthen the school breakfast provisions in this bill. This is more than just policy – it’s about giving every child the chance to thrive, learn, and grow without hunger holding them back.

What are we campaigning for?
1. Making sure school breakfasts reach every child who needs a nutritious breakfast.
We believe every child deserves access to a nutritious breakfast, no matter where they live or what their circumstances are. We’re pushing for the bill to include measures that ensure no child start their day too hungry to learn.
2. Removes any stigma or barriers that stop children from getting the help they need.
Too often, stigma can prevent children from accessing breakfast programs.
We’re advocating for legislation that ensures all children who want to can access school breakfast, without feeling singled out or excluded.
3. Making sure the breakfast programme is monitored to ensure it delivers the results our children deserve.
The bill currently contains no provisions for measuring or monitoring the success of any school breakfast provision. This is concerning as effective delivery is vital to ensure the policy tackles classroom hunger.
4. Gives schools the support they need to make breakfast clubs a success.
Teachers and all school staff are at the heart of any school breakfast programme, and we want to ensure they have the resources, guidance, and funding to make breakfast clubs a success for their schools and the children and young people in them.
